Job description

 Purpose:

  • The Manager supports the President of Pacc Shipping Phils., Inc in managing the daily operations of the crew manning office in the Philippines.

  • This role ensures operational efficiency in crew recruitment, processing, deployment, and compliance with maritime and labor standards.

  • The Manager will supervise frontline departments, ensure compliance with POEA, MARINA, and DOLE regulations, and serve as acting Officer-in-Charge in the absence of the President.

  • The Manager is also required to support the President in managing and growing our 3rd party business, to engage and promote our services to other ship owners.

  • This is a critical succession and support role designed to maintain the seamless function of crewing operations and regulatory interfaces.

Responsibilities

Operations Support

  • Oversee daily crew manning operations, ensuring adherence to recruitment, documentation, and deployment timelines.

  • Coordinate and supervise departments handling:

    • Crew sourcing and selection

    • Document processing

    • Medical clearance and training

    • Visa, travel, and pre-departure arrangements

  • Assist in budget planning, expense monitoring, and financial reporting to support the Director President in maintaining cost-effective operations.

Regulatory Compliance

  • Assist in ensuring that company operations meet the standards of:

    • POEA (licensing, contracts, audits, reports)

    • MARINA (training compliance, certification)

    • MLC 2006 and STCW conventions

  • Maintain compliance calendars and internal audits of crew documentation.

Seafarer Welfare & Administration

  • Monitor crew welfare programs, insurance coverage, and incident reports.

  • Assist in the management of repatriations, disputes, and claims in coordination with the legal team.

  • Ensure that employment contracts and pre-departure briefings are up to date and compliant.

Team Leadership and Training

  • Supervise and mentor junior managers and staff involved in operations and support functions.

  • Support training programs for office personnel and new hires in line with compliance and service standards.

Stakeholder Coordination

  • Liaise with clients, ship owners, and principals for crew assignments and performance reports.

  • Coordinate with training centers, medical clinics, and travel agencies to ensure smooth crew deployment.

Corporate Support

  • Assist with preparation and submission of company reports to SEC, BIR, DOLE, and LGUs.

  • Support the Director/ President in budgeting, procurement, and vendor selection for office operations.

Job requirements

  • Bachelor’s degree in Maritime Studies, Business, HR, or related fields.

  • At least 5–7 years of experiences in crew manning or maritime operations, with at least 2 years in a supervisory role.

  • Strong working knowledge of POEA regulations, MLC, and maritime labor procedures.

  • Basic to intermediate knowledge of financial and operational metrics, with the ability to manage departmental spending and support procurement and payroll processes.

  • Must be a Filipino citizen, and eligible to represent the company in regulatory dealings when required.

  • Excellent organizational and leadership skills.

  • Strong written and verbal communication skills in English.
