Job description

This position is for PACC Tanker Management Pte Ltd, a subsidiary of Pacific Carriers Limited.

Purpose:

Provide proper discipline and guidance to vessels, and maintain high quality and standard of performance in tanker industry.

Responsibilities:

  • Review the vetting and inspection processes, identify issues, and propose improvements to maximize the utilization of available resources and improve customer satisfaction.

  • Support the Tanker Department, engage oil companies, terminal delegates, stakeholders, and the owners’ representatives to understand their short- and long-term requirements and ensure compliance.

  • Follow-up on relevant marine reporting, declaration, questionnaire submissions, etc

  • Oversee navigation standards for the fleet, including initiation of independent random navigational reviews across the fleet using suitably qualified External Company to conduct audits/ VDR reviews

  • Supervise and monitor all Navigation, Cargo related reviews and operations

  • In-charge of US, China, NZ, Europe MOU and other local regulations and documentation for approved trading areas of vessels

  • Ensure charter party, freight contract, etc obligations are fulfilled

  • Review critical responses according to our procedures, and develop potential improvements and propose implementations to the Group on issues identified during inspections

  • Control the development and submission of analytical reports on vessels’ operational condition and statistical data

  • Take appropriate measures to safeguard Owners' interests, ensuring ship's documentation is in order and regulatory requirements are met

  • Provide appropriate guidance and assistance to the operations staff, and ensure regular and timely monitoring of the vessel and adherence with company Policies & Procedures

  • Support the HSSEQ team in TMSA preparation, records verification, time frames and targets

  • Assist in management review and evaluation of Quality system, internal and external findings, master’s review etc. conclusion and recommendations of the review for management action

  • Investigate Open Reports and vessel casualties and oil pollution incidents

  • Investigate as directed by Group HSSEQ GM

  • Ensure training requirements are identified and implemented across the fleet and office, support/ conduct safety seminars, ensure Masters reviews are timely carried out and actioned upon

  • Communicate with Class and Flag State

  • Oversee the safe, efficient, and cost-effective performance of ships assigned, and ensure ships managed and operated in accordance with organisational policies, operating procedures, and management systems

  • Keep updated about industry trends and support all latest developments

  • Follow up on forthcoming changes in rules regulations and conventions, monitor date of entry into force and possible consequences such changes may have

Job requirements

  • Holder of Class 1 Master COC (Unlimited).

  • Sailing experiences as a Certificated Marine Deck Officer for at least 5 years onboard oil, oil/chem vessels. Gas tanker experience is preferred.

  • 2 years of shore-based experiences in a similar capacity is preferred.

  • Strong knowledge of vessels’ marine operations requirements and voyage regulations.

  • Good knowledge of the OCIMF/ CDI guidelines and requirements.

  • Good computer skills (eg MS office).

  • Proactive and forward-thinking mariner who can plan and manage vessel’s SMT for safe operations
